More than $100 million in education funding was withheld from Massachusetts on July 1, while $29 million was withheld from Rhode Island. More than $50 million was held back from Connecticut, and more than $25 million was withheld each from Vermont, New Hampshire and Maine.

The states lost out on billions in funding for after-school and summer programs, teacher training and other initiatives.
