But the SWBNO said the city’s drainage system was so overwhelmed by the volume of rain, none of those pumps would have prevented Monday’s flooding.

Nelson was not identified as a finalist last week when the S&WB said it had narrowed its search to two candidates: Hayman and Bethany Bezak, the San Diego transportation director.

And this isn’t just a downtown problem. Nelson added that similar issues have been reported in other parts of the city, including Claiborne Avenue and near the Broad Street pump station.

Nelson says the long-awaited West Power Complex, set to open this summer, should improve flood response in the years to come. As of Tuesday, 89 of the city’s 93 major drainage pumps are available.
